- 确定开始投票前确认玩家是不是没有或者已经静音

- Determines if admins with immunity flag are immune against mute voting.
- 确定免疫管理员是否也可以投票静音

- Determines if players should be muted from chat or not.
- 确认是不是该让这个玩家静音
